Luci is a very interesting man. He, depending on who you ask, shouldn't really be the Chief of the Battle division. He's a drunk, and he kills pretty much if he's asked to be someone like Morgan. He seems to have no sense of justice, and people think he has no sense of morality, due to his ability to kill seemingly without guilt. Although, that couldn't be less wrong.
As stated before, the reason he kills is because he is asked to do so. But, his sense of morality is strong enough, that he turned to drinking early in his life. He was raised in this habitat, of killing and being a pirate, and fighting or death. He's been a pirate all his life, and is the true meaning of it. As well with his sense of justice, it's twisted, but still there. As well as to say that he can't exactly function in a normal life is true. He'd break, in a way, if he was introduced to a less stressful position, into a normal family life, it just might break his sense of life. His life sucks to most people, but to him, it's just right. Being raised in it, makes you adapt to it, and as a human, he has a knack for such a thing.
Now, before we finish, we much talk about how he is in a fight. Being raised in a fighting... atmosphere, he is quite different in a fight. He will not stop until the battle is over to stop fighting. He will keep on fighting unless his body gives out on him, and then he will damn his body. He follows a saying his father once told him that relates to this, 'When you fight, you fight for your life. You fight to live another day, even in a spar, you can't hold back.' He follows this to a tee. To such a tee that people sometimes think he's a monster in battle, a man who will stop at nothing to win... which is true.
Background Story:
He was born into a deep area of a jungle, although this was because his parents preferred the jungle to normal city. He, for his first 10 years of life, knew the jungle as a home, and became quite good at transversing it, and using it as a playground, even with the animals in it. This passively increased his strength, and his speed, as well as his agility. His defense he got from falling on his ass a ton when he fell off these trees. Now, those are the first 10 years, when he became 15, that's when it got interesting.
When he was 15, 5 years after being introduced into the city, he began fighting. Fighting a lot, and that got notice of the battle division. He was brought in. They noticed that his skills were mainly with his fists, rather then in ranged weapons, as soon as that got him through a test. Thankfully, he didn't have to abandon his family, and could start gaining a foothold in the place that was the battle division at that point. This continued for 5 years.
When he hit 20, he was promoted to the Chief of the Battle Division. It wasn't a giant event in his mind, he didn't care much, why would he? Although, for the next 5 years, he got settled in. On the day of his 26th birthday, he got a big ship, wooden interior, and metal outside, and he goes around on that ship, living on it with his crew.

Power: 9, Speed: 10, Agility, 7, and Defense is 8.
Special Moves: He has one special move, although it's not really a special move, rather then a fighting technique, called Gentle Finger. It's when he hits a nerve on the opponent neck. It causes extreme pain, although it can only be used once per fight, per person.
